Can misted glass be fixed without new windows?

Yes, usually just the sealed unit is swapped, which is much cheaper.

Will I get a certificate?

Replacement windows should come with a FENSA or CERTASS certificate, or building control sign-off. Keep it safe for when you sell.

uPVC, aluminium or timber?

uPVC is best value. Aluminium is slim and modern. Timber suits older homes.
